Telecom Regulatory Authority of India (TRAI) has made it a must for all mobile phone operators (CDMA/GSM) to provide prepaid users updates of calls made and data downloads every time they use voice and data services.In an attempt to protect the interest of consumers and improve Quality of Prepaid Mobile Service with accurate billing.

All the information, to be sent by SMS, or reflecting on customers mobile phone via USSD based flash message which will include the duration of calls or data usage (2G/3G), the charges deducted and the remaining prepaid account balance.

TRAI said that at present, about 96% of the consumers are in the pre-paid category and unlike post-paid consumers, the prepaid consumers do not get any bills for their usage and the amount charged or itemized details of their plans.

However most of above services are already available in various operators offering GSM and CDMA mobile services in the country, but as of now these are optional for service providers and now with implementation of TELECOM CONSUMERS PROTECTION REGULATIONS, 2012, it will be mandatory for all operators to provide these details to their prepaid subscribers.

Itemized Bill details for Prepaid :

Now Prepaid subscribers also can also get itemized details of their Calls, SMS and Data usage on request within 30 days by paying charges not more than Rs. 50 for per bill cycle/calender month. Earlier this facility was available for Postpaid users only.

New Guidelines for Prepaid Vouchers (Plan/Top Up Coupons) :

With a view to facilitating easy identification by the consumers, TRAI now specify a colour band code (Red, Green and Yellow) on the reverse of the vouchers (Plan Voucher; Top Up Voucher; and Special Tariff Vouchers) to distinguish different types of vouchers. A major concern of the consumers regarding size of the letters giving details of the tariff plan, MRP, net monetary value available on the voucher etc.

Toll Free Short Code for Prepaid Account Information :

Additionally, these regulations also provide for allotment of a separate Toll Free Short Code by the service provider to enable its consumer to access information relating to his tariff plan, available balance in his account and details of any Value Added Service activated on his telephone number.

Dismiss The Petition of Telecom Operators On 3G Roaming

Department of Telecom (DoT) today file an affidavit and requested to Telecom Dispute Settlement & Appellate Tribunal (TDSAT) to dismiss the petition of telecom operators challenging the Government Directive to stop Intra-Circle 3G Roaming via ICRA immediately.

In a strong rebuttal to Vodafone, Idea Cellular and Bharti Airtel on the issue of Intra-Circle 3G Roaming, the Department of Telecom (DoT) has alleged that service providers have “not come with clean hands” and that they have “suppressed material documents”

DoT also said that “Intra-circle 3G roaming pact by operators is “in violation of various terms and conditions of Cellular Mobile Telecom Service License and various terms and conditions of the Notice Inviting Applications (NIA) dated 25.02.2010 for 3G/BWA Auction”.

On 22nd December,2011, The DoT asked Bharti Airtel, Vodafone Essar and Idea Cellular to called off their mutual agreement for 3G Roaming and stop 3G Roaming services via ICRA with in 24 hours in telecom circles where they had failed to win 3G spectrum in the auction held in 2010.

Bharti Airtel, Vodafone and Idea Cellular who have entered into mutual agreement with each other to offer 3G services in the name of intra-circle 3G roaming and selling their 3G products and new connections even in circles where they do not have 3G spectrum/licence, challenged the DoT’s decision before the TDSAT on 23rd December,2011.

This time i am going to tell all the steps for this trick because there are some newbies here reading these tricks and asking me many questions.

For Mobile:

So use ?0.facebook.com/zout=1 as a back query.

So make your phone as unreachable and the caller will think that its a network problem. No need of removing sim card! Lets start the game!

Go to Menu> Settings> Phone> Operator selection> Manual! Now your phone will search for available operators. Select any other network except your own network (i.e. If you are using Airtel, select vodafone in). You’ll get an error message No network access! Now look at the signal bar. It is empty! But dont press back. If you press back, the phone will capture signal again. If any caller call you then, he will hear that your phone is out of network range! This trick works on almost every phone.

TDSAT provides relief to 3G Roaming Ban Order On Airtel, Vodafone and Idea

Bharti Airtel, Idea Cellular and Vodafone had moved the telecom tribunal Friday evening challenging the DoT order, saying it would harm customers and the cause of investment in the sector.

The DoT had asked the mobile phone companies to terminate their 3G roaming agreement by 3 pm Saturday. According to the DoT, the roaming agreement among telecom companies for 3G services is illegal and would lead to a significant loss of revenue to the government.

Earlier, telecom regulator TRAI and the enforcement cell of the telecom department had termed the agreement illegal.

The service providers had entered into a roaming agreement to offer 3G services such as video calling, mobile TV and multi-media gaming in telecom circles where they could not win 3G spectrum auctioned last year.

The operators had cited the DoT move as arbitrary, unreasonable and retrograde.

"We are shocked at the arbitrary decision taken by the DoT to issue instructions to stop intra circle roaming (ICR) for 3G services among the telecom operators," Bharti Airtel had said in a statement Friday evening.

Vodafone had called the DoT decision unreasonable. "The 3G roaming agreements that Vodafone has entered into with other operators are in complete compliance with all government rules and regulations and this issue was specifically clarified by DoT before the 3G auction was held."

"Based on this clarification, we went into the auction in good faith. Now, to completely reverse the stand, is totally irrational. It is going to affect millions of our customers adversely and we think it is a retrograde step by DoT."

No roaming charges will be implemented soon

The New Telecom Policy, which is likely to have no roaming charges for subscribers within the country and allow for mobile numbers to be ported to any part of the country, is expected to be approved by June 2012.

Policy is likely to be approved by the June 2012," the Department of Telecom (DoT) said in a statement Friday.

Same number can be used all over the country – that is same number portability all over the country – right now it is only in one circle. Which means one can have a number for his/her life time wherever in the country he/she is working, transferred etc.

Mobile service providers would also benefit from the policy as it proposes to allow companies to pool, share and later trade spectrum -- a scarce resource. The minister also said the government would look at bringing legislation for governance of spectrum.

The draft of the policy which also aims at exponentially increasing broadband availability and speed and accord the telecom industry the status of an infrastructure sector was released by Minister of Communications Kapil Sibal in October and was expected to be released by December earlier.

The statement also highlighted that the telecom sector has witnessed a commendable growth over the past two years with an overall subscriber base of 914.60 million and a teledensity of 76.03 percent adding that rural India is key now the key market.

"With the urban teledensity reaching 166.54 percent, the market has been showing signs of maturity. Rural India is the key target market likely to drive the next round of growth, particularly for voice based services. It is envisaged that rural teledensity of 40 percent would be reached by end of 2014."

The statement added that the teledensity in the country is steadily increasing from 18.22 percent as on March 31, 2007 to 70.89 percent as on March 31, 2011 and currently stands at 76.03 percent as on Oct 31, 2011

BSNL employee arrested for giving Fake SIM cards

An employee of the Bharat Sanchar Nigam Limited (BSNL) was arrested for providing SIM cards on fake names to separatist guerrillas in north Kashmir's Sopore town, police said Thursday.

"Police arrested Sajad Ahmad Dar, son of Ghulam Nabi Dar, resident of Sangrampora Sopore, working with BSNL Sopore for providing 10 SIMs and one WLL connection to militants of Hizbul Mujahideen terror outfit," a police spokesman said in a statement.

"The accused, a IT expert and a contractual employee with BSNL, has been working for Hizbul Mujahideen militant network for about one year," he said.

"The SIMs and WLL connection so provided have been registered on fake names and addresses, and this was done with in connivance with some other accused who are yet to be arrested," the spokesman said, adding a case has been registered and investigations are on

The final decision taken by Department of Telecom after the unanimous view of telecom regulator TRAI, Law Ministry and DoT that such roaming agreement was in violation of the telecom licences (3G/UAS/CMTS) and allegations of alleged revenue losses to the exchequer because of these pacts.

If you Remember, Tata Docomo and AIRCEL called off their mutual agreement for Intra circle 3G Roaming services on 14th December as we reported but Bharti Airtel, Vodafone India and Idea Cellular were continue providing the 3G service via ICRA.

The current licence terms and conditions allow operators to go in for Roaming agreements to enable their subscribers to get seamless mobile network coverage as they move from one circle to other circle in India wherein they doesn’t have any network/spectrum or services.

But in 3G services, all private operators are selling their 3G products and new connections even in circles where they do not have 3G spectrum/licence. Operators having 3G spectrum pay higher revenue share in the form of ‘ 3G spectrum usage fee’.

India adds 6.68 million GSM subscribers in October-November to cross 632 million

According to the data released by COAI total 6.68 million new GSM subscribers added with 1.07% increase from previous month taking the all-India GSM cellular subscriber base to 632.08 million at the end of November 2011.

Among the leading GSM Mobile Service Operators, Vodafone Essar added 0.93 million new customers, boosting its subscriber base 146.84 million. Bharti Airtel notched up 0.96 million new subscribers during the month, taking its total base to 174.69 million. Videocon once again looses 5,88,314 customers during November 2011

Cellular Operators Association of India (COAI) today released India’s ‘GSM Subscriber Figures for November 2011. Idea Cellular the most preferred MNP operator in the country tops in the new subscriber additions, added a total of 2.17 million new GSM subscribers which is the highest number of new mobile subscriber additions followed by Uninor which has added 1.86 million new subscribers in Nov’ 2011.

State run Bharat Sanchar Nigam Ltd (BSNL) manged 0.56 million new subscribers boosting its subscriber base 92.14 million while AIRCEL increased its base by over 0.67 million customers to take its subscriber base to 60.96 million. Mahanagar Telephone Nigam Ltd (MTNL) added just 33,666 new users during the month, boosting its total base to 5.40 million at the end of Nov’2011.

Please note : COAI GSM Subscriber base does not include the Reliance Communications (Rcom) and Tata Docomo’s GSM subscriber Base (same not submitted to COAI). While only CDMA Operator MTS India said that it has added 479,331 new customers in the month of November 2011, taking its total subscriber base to 14,541,353.

Vodafone India has announced that they will discontinue mobile services for prepaid customers on numbers that have no usage such as no Voice Calls (incoming or outgoing), SMS & Data for any continuous period of 60 days.

They have implemented this guideline because of DoT’s (Department of Telecommunications) stringent guideline for allocation of new number series based on subscribers in VLR has created acute shortage of numbers, for any telecom company.

For last 3 months, we were really excited to see bandwidth upgrade on BSNL’s wired ADSL broadband plans.

But it is pity that BSNL fails (as usual) to feel the pulse of the subscribers.They increased the bandwidth on selected plans ( Combo625 & 750UL ) but upto a certain usage, leaving the subscribers in a mourning state.

In Andra Pradesh BSNL has lost many broadband customers due to ultra high speed fibre based broadband offering by Beam Telecom.

representatives from across the political spectrum, have urged the government to take measures to accelerate a shift away from diesel and to renewable sources and technologies. 1 These include members of Parliament, cutting across party lines, including members of the standing committees for Energy, Communication and Information Technology and Environment and Forest.
In their letters to the Prime Minister Dr. Manmohan Singh and the Communication and Information Technology Minister Mr. Kapil Sibal, and through parliamentary engagement, the politicians have specifically raised the need for substantially reducing the consumption of diesel by the telecom sector, especially in their network tower operations. They have further stressed on mandating the public disclosure of emissions and the establishment of the progressive emission reductions plans within the ambit of the newly proposed National Telecom Policy. In response, while the government has acknowledged the large-scale exploitation of diesel by sectors such as telecom, it is yet to put in place effective and appropriate mechanisms to address this concern.

Earlier this year, Greenpeace in its report 'Dirty Talking – A case for telecom sector to shift from diesel to renewable', highlighted the aggressive exploitation of diesel by the sector, as the second largest consumer, resulting in a loss of over Rs. 2600 crore to the state exchequer annually.3

"It's been over 3 months since the Bharti Airtel led Cellular Operators Association of India (COAI) failed to deliver on its commitment by coming up with a clear roadmap for the disclosure and progressive reduction of emissions by September 2011," said Mrinmoy Chattaraj, Climate and Energy Campaigner, Greenpeace India. 4 "Given their unwillingness to act voluntarily (5), such a transition is best delivered through mandatory norms, including policies and fiscal mechanisms which encourage companies to transit substantively to renewable sources," he further added.

Greenpeace has been engaging with the telecom sector, operators in particular, to:

- Publicly disclose the carbon emissions of their entire business operation and establish progressive emission reduction targets

- Commit to shift the sourcing of 50% of their energy requirements towards renewable energy sources and phase out diesel use in their business operations by 2015

Yes, you read it right, BSNL Tamilnadu circle today introduces Choose your BSNL Mobile Number just by an SMS over short code 53733.

Prospective subscribers can get the list of spare prepaid mobile numbers by texting / SMS “NLIST free XXXXX” or “NLIST free” to 53733.

In case of the earlier one, XXXXX can be any 3 to 5 digit. A list of 10 spare numbers withmatching XXXXX will be sent to the mobile number from which the request is initiated.

In case of the later, any 10 spare random numbers will be sent. In any case, the numbers will be reserved and allotted on FCFS basis only.

For reservation of GSM Mobile numbers the Customer has to text “ CONF number chosen ” to 53733.

Aircel, the fifth largest telecom operator in India has revised its 3G data plans and is now offering double data on some of its plans.

Aircel is currently providing 3G services in 13 out of 22 telecom circles in India where it holds 3G license. Few of the Existing 3G plans will now offer double data benefits to customers across all 3G circles.

With double data offer, Rs. 92 plan which use to provide 100 MB of 3G data usage for a month will now offer 200 MB. Similarly Rs. 203, 602, 752, 852 will offer 500 MB, 2 GB, 4 GB, 6 GB of 3G data respectively instead of 250 MB, 1 GB, 2 GB, 3 GB before.

Idea was the first to introduce the double data during the launch which was extended till 31st Dec 2011, after which Reliance offered Triple data offer on the 3G packs in the selected 3G cities. Few months’ back even Vodafone also started giving the double data followed by Airtel.

Double data offer is a huge hit among the operator and customer as it gives more freedom for the customer to choose the 3G pack with more data on super great speed.

Since all operators has been offering Double data, now Tata Docomo has not initiated such program for its 3G circle. Hope Tata Docomo in future introduces such plans for its 3G customers.

BSNL Vanity Mobile Number Online Goes Pan India

Pan India 3G mobile service operator Bharat Sanchar Nigam Ltd (BSNL) all set to launch its Online Mobile Number Reservation initiative dubbed as “Choose your Mobile Number” scheme for its prospective mobile customers across all telecom circles.

In November, BSNL introduces “Choose your Mobile Number” Portal (under its AP circle website) for Andhra Pradesh circle as we reported. Apart from AP circle, now “Choose your Mobile Number” online service is launched and available in Tamilnadu, Karnataka and Chennai and will be extended to Maharashtra – Goa, Gujarat and all other circles in next few days (from16th December 2011 onwards).

With this online service, customer can select any prepaid mobile number (maximum 1 number at a time) by his/her choice from the available more than 1 lakh numbers on their circle’s website under “Choose your Mobile Number” portal page.

After selecting and reservation of the desired mobile number, prospective customer will get 7 digit PIN number via SMS. Customer needs to visits the nearest BSNL CSC or Franchise with required documents and PIN with reserved mobile number to get the prepaid connection as per his/her choice. The reserved or selected mobile number from on-line portal will be valid for 96 hrs.

TRAI Gets Maximum MNP Rejection Complaints Against Airtel

India’s leading mobile service operator Bharti airtel, Vodafone Essar, Idea Cellular are on top when it comes to their Mobile Service users complaints related to rejection of Mobile Number Portability (MNP requests).

Indian telecom watchdog Telecom Regulatory Authority of India (TRAI) has been receiving complaints against all the leading private Mobile Service Providers alleging unnecessary rejection of MNP Port Out requests.

According the the to the information given by Mr Milind Deora Minister of State for Communications and IT to the Rajya Sabha, TRAI received the maximum 893 complaints against largest mobile service provider Bharti airtel, while Vodafone Essar and Idea Cellular had faces 792 and 313 complaints.
While there were 307 complaints against Reliance Communications (Rcom GSM/CDMA), 149 complaints against Tata Teleservices (Tata Docomo GSM /CDMA) and 134 complaints against Loop Mobile (formerly known as BPL Mobile).

Mr Deora also said that on the basis of customers MNP complaints received, information was sought by TRAI to the operators on the rejections and in case of violations and show-cause notices were also issued.

All the complaints are forwarded by TRAI to the concerned service providers for appropriate action/resolution.

Vodafone Essar the Second largest Telecom Operator in India is Feared to lose its GPRS/ Prepaid Blackberry Subscribers (BIS399/BIS299) due to its negligence and false or wrongful prepaid balance reduction act due to a recent software upgrade or bug in their IT system.

To Recap, Vodafone did a software upgrade on its system on 21 Nov 2011 on 22nd morning users started getting a flash SMS which showed the data usage and the amount that was getting deducted.

But things started getting worse since then, many Prepaid Blackberry and GPRS users on smartphones as well as on normal handset started facing wrongfull balance deduction without any data usage or even though when they are on a Rs. 399 or Rs. 299 BlackBerry BIS Unlimited plans .

As per the rule book or plans terms and conditions in Unlimited Prepaid BlackBerry BIS399 plan, Unlimited web browsing, Email, Messengers (IMs) usage is free along with native usage of apps (with blackberry.net APN ) which are downloaded from BlackBerry app world suach as twitter for BlackBerry, facebook for blackberry ect (check the details on Vodafone’s own website - ).

But Vodafone customer care or complaint helpline 111/198 started claiming that these all charges are valid as it has been done due to usage of Vodafone live even though when Vodafone Live is not active.

India’s National telecom backbone and pan India 3G mobile service provider Bharat Sanchar Nigam Ltd (BSNL) today introduces Online Bill Details service for its Postpaid 2G and 3G Mobile subscribers.

BSNL’s Postpaid subscribers now can check their Voice Calls and 3G data usage in details just through on-line billing system on self care portal. Presently the service is available for Tamilnadu, Chennai, Andhra Pradesh, Karnataka and Kerala circles only. It will be launched for other circles in next few months.

Apart from the bill summary, now the current voice / data usage for postpaid 2G / 3G customer are available on BSNL’s customer care portal – http://portal.bsnl.in. To use this new service, subscriber needs to open the site on Internet Explorer, Google Chrome or Firefox Browser and follow the procedure as below:

1.Click on upper tab: “Duplicate bill / Usage details” mentioned on Self Care Portal.

2. Click on Left menu: “Usage details”.

3. Enter Mobile number and Account number.

4. Click on “generate PIN” .

5. You will shortly receive an SMS on the specified mobile giving your PIN number.

6. Enter this PIN.

7. Now you can see the current Un-billed usage on the screen.

8. This information can be saved as a PDF document by clicking on “Save as PDF”.

Vodafone Launches ‘START and STOP’ Value Added Service

Vodafone India today announced the launch of ‘START and STOP’ service for its customers across all circles Airtel was the first to come up with a similar service couple of months back.

Customers can now subscribe to popular VAS products just by messaging START and STOP for deactivating the service.

Instead of remembering multiple codes, customers can subscribe / unsubscribe to most VAS products by messaging to 321 making it a hassle free customer experience.

To activate, customers can SMS START to 321 to receive a list of content categories and reply with the category number to get the list of services.

Customers can then reply with the selected service number to send activation request. To deactivate, customers can SMS STOP to 321 to receive a list of currently active services and reply with the selected service number to send deactivation request.

Is BSNL Testing Bandwidth Upgradation on ADSL Broadband?

There are lots of happening inside BSNL regarding bandwidth upgradation on wired broadband segment.

Earlier we shared a story that BSNL is on its way to upgrade bandwidth as BSNL officials at Andra Pradesh asks for this to BSNL HQ.

Currently BSNL enjoys a monopoly in broadband market mostly due to its widest coverage over the country.

BSNL offers broadband along with basic telephony on copper lines using ADSL technology, though at places BSNL has deployed VDSL and Fiber optical lines to offer broadband services.

In 2007 BSNL went a massive speed upgradation – basic plans got 2Mbps, a jump from much slower 256kbps. That enabled BSNL’s strong hold on broadband market but with the time other ISPs turned to be more favourable to subscribers on speed and tariff.
In Hyderabad Beam Telecom now offers FTTx plans with awesome plans actually with threat coming from Beam and other ISPs in coming days, BSNL is going its way to upgrade the bandwidth on some plans. BSNL officials at Andra Pradesh said that current unlimited plans like 750UL and 625ULCombo plans will see double speed very soon.

There was no comment regarding bandwidth upgrade from 2Mbps on basic broadband plans.Though there is no official report about bandwidth upgradation from BSNL, many users at Hyderabad is experiencing double speed (~ 1 Mbps) on their 512 kbps unlimited plans.

But also same time some users did not find any speed upgrade, I guess BSNL is testing in selected exchanges and state-wise upgradation will be done soon.

Last but not the least, deprived and frustrated BSNL broadband users in other circles may probably have to wait till March, 2012 till BSNL is to complete this country-wide upgradation.

Idea Cellular Withdraws Unlimited GPRS Packs

If you can remember, months ago we have reported that Idea started providing Unlimited GPRS packs in Kolkata circle.

Now Idea cellular withdraws its all unlimited GPRS/ EDGE data plans in this circle and now offers only 300 MB data usage for 3 days at Rs. 16 and 2GB for 30 days for Rs. 98.
Idea Cellular is trying hard to grab market in Kolkata & West Bengal. They introduced Talktime packs similar to Uninor. But it seems this modification or Revision of Unlimited GPRS packs comes to space more voice customers.

I managed to get Videocon SIM to try my hands. It is till date not activated but checked the MDMA data – RSSI varies from -71 to -81 dBm and network is detected only GSM (not EDGE/GPRS). Videocon and Loop’s signal is available in my area for more than 6 months. Is it just another soft launch?

Sad to see India’s premier operator site is under hack attack again if we remember correctly in the last few months this is the third time its happening, all though it was first reported to us by @Nauphal at 2:21 Am on Dec 4th.

Although now BSNL site seems to be showing a white page though hacking of a websites is not a new phenomenon, what makes this noteworthy is the fact that this particular website is owned by a government firm.

TATA DOCOMO Offers Per-Second Billing for Roaming Across India

Tata Docomo the GSM brand of Tata Teleservices Limited, today slashed its roaming tariff introducing per-second billing for all calls made or received while ‘roaming’ across the country, at its existing tariff of 1 paisa per second for both pre-paid and post-paid subscribers.

From Monday, while roaming, subscribers can make calls across India at 1 paisa per second, across all 15 Circles where Tata Docomo has launched GSM services, regardless of which network or type of phone the call is made to.Furthermore, incoming calls while roaming will also be charged on a per-second basis, at 1 paisa per second. With Tata Docomo set to launch its GSM services pan-India this year, this game-changing roaming option will be available across the country.

“We are delighted to announce yet another industry-defying offer to our subscribers—a transparent and pack-free roaming tariff plan of 1 paisa per second for all incoming & outgoing calls, both local and long distance, to all networks and types of phones (mobile or landline). TATA DOCOMO subscribers will need no special packs or pay any hidden charges to avail this offer,” Mr Deepak Gulati, President, TATA DOCOMO, said. “This is in keeping with our promise to offer innovative and honest services to our subscribers across the country, he added.”

“When a subscriber is roaming, most telecom operators in India charge a minimum of 50-60 paise per minute, even when the call duration is less than a minute. For instance, a 15-second call made or received while roaming will elicit a charge of 15 paise only—not up to Re 1 on a per minute basis, as is the industry norm,” Mr Gulati said.
